Message from the New President
Hello, I am the recently elected President of your association. I would like to take this opportunity to thank you for your confidence and to assure you that the character and mission of the organization will continue during my term.

The Hanover Road Association has effectively performed its primary mission of preserving the rural character of our area under several Presidents.  It will continue to assist in representing the area with governmental actions for code enforcement, individual zoning and the periodic zoning process.
As an organization, we have always tried to employ quiet, thoughtful compromise to achieve our goals.    However, when direct action is required we have responded as needed to protect and preserve the community.  Going forward, the Board, other Officers and I will attempt to continue this record of achievement.

The board and I look forward to working with you, the community at large; to maintain and enhance the sense of community and pride we share in the Hanover Road area.

Highlights of the April 22nd Meeting

Guest Speaker: Dick Goldman from Pearlstone

Dick spoke about the upcoming Bike Ride being sponsored by Pearlstone.  There are rides for persons with a variety of skills from a trike ride for the kiddies, a 6 mile ride through our area, and two more extensive rides of 18 and 30 miles for enthusiasts. Application for the rides and pledging can be done via the website www.pearstonecenter.org/bikeride.
Dick also passed along that the local business feature in the newsletter introduced him to a new (to him) local business which he has already chosen to do business with. This feature, we hope, will be a continuing part of the newsletter and will introduce us to more of our local businesses.

Dick says that the rain and recent weather have given them high hopes for this years growing season in their organic gardens.  The progress of this activity is a source of local pride.

Pearlstone will be breaking land for a moderate development this coming week.  It will not be visible from the road but will provide 4000 sq feet of additional meeting and worship space.
The land exchange between Pearlstone and Glenn Elseroad is at a standstill right now.  Everyone agrees it is a good thing. There is no opposition but the county is requesting a 50 year Pearlstone plan before signing off.

Old Business:  

  • 14821 Hanover Pike. The exception hearing was completed in February and the Judge DENIED all of the property owner's request. He has appealed and the next hearing will probably be mid summer.  The HRA will continue to fight this exception. The development of covenants is unlikely since the site is too small for the activities presented and is too close to neighbors to allow for privacy.
  • 14517 Hanover Pike. The property was sold at auction early this year and resold to the Mirabelli family.  They joined us at the meeting and a number of neighbors have offered their time to help with the clean-up.

New Business:

  • Pleasant Grove Road Development –Land off Pleasant Grove Rd (F.K.A. Caples Property) is being considered for private development of 4 RC2 parcels. A public Community Input Meeting will be held Wednesday May 6, 2009 at 7:00p.m. The location will be the 2nd floor – Reisterstown Public Library – 21 Cockeys Mill Road – Reisterstown MD 21136

  • Glyndon Gardens – There was considerable discussion of Glyndon Garden’s use of BGE land to store their landscaping materials.  The land is not their own but they appear to have an arrangement with BGE. Dave Kirby of zoning has investigated but found nothing amiss.

  • Signage issues – Signage, its use and misuse are a continuing source of discussion along Hanover Pike.  Small temporary ads etc. are illegal and are to be removed.  However, some businesses locally are creating extra small signs and placing them along the roadway as well.  The businesses are allowed their basic signage on or adjacent to their place of business but the other signs are illegal.

ROG Report: George Harman represented ROG and reported as follows:

  • A major Main Street revitalization is being initiated by the county. Further explanation is to be provided at the ROG meeting where Jesse Billick, county planner, will address the issue.

  • Planned Unit Development (PUD) – On 4/6 a bill was introduced to streamline the PUD process. The character of the PUD has changed over the years from its original intention – to allow group or clustered development on large acreage lots without requiring zoning changes.  Now it is being used to cluster business developments on substantially smaller parcels and by pass zoning (i.e. the office buildings built adjacent to and behind: Harry O Shaneybrook Inc, plumbing, 144 Westminster Rd, Reisterstown, MD 21136).
     The new bill appears to be a fast track for developers and Carroll Holzer is heading a group studying this action for potential opposition. 

  • ROG is concerned about the nursery and landscaping business on a RC4 plot on Cockeysmill Rd near 795.  The business appears to be primarily a mulch business at present and the owners are looking for an exception to build a building for their equipment.
